MONROVIA: Leaving no stone unturned in ensuring a smooth campaign that will produce the necessary results for a decisive victory at the October 10, 2023 presidential and general elections, former Vice President and Unity Party (UP) standard bearer Joseph Nyuma Boakai has enlisted the professional service of former General Auditing Commission (GAC) Auditor General John S. Morlu, II, as Consultant to the Rescue Campaign Committee.
Making the announcement yesterday Tuesday, July 11, 2023, Ambassador Boakai said Mr. Morlu will not only lead the Rescue Campaign fundraising efforts, but will provide financial management insights as a Consultant to the Campaign Committee.
“Mr. Morlu’s renowned expertise in combating corruption and his deep understanding of financial management make him an invaluable asset to our team. Together, we will make significant strides towards our shared goals, inspiring trust and confidence in our supporters.
“We are grateful to have Mr. Morlu on this crucial journey towards a more prosperous Liberia,” Boakai enthused.

Responding immediately to his preferment, AG Morlu said he is appointed to build and manage the fundraising technology solution for the Joe Boakai campaign, therefore the Liberian people and everyone who believes in a better Liberia should join the campaign and donate their resources and time, confident that their money and effort will be safe in good hands.
“We have to be at the table, take initiative and support the process, or else incapable, incompetent, grossly unprofessional, and people of the lowest character will constantly decide your life for you.
“Let’s stop talking and talking and talking about how the Weah government has messed things up and taken Liberia backwards 100 years, with multiple misadventures and thievery. I am tired of hearing the complaints. Just take a stand, get involved, and take action. Now is the moment for the capable and competent to consolidate effort and be available to rescue Liberia.

Providing a breakdown of his fundraising strategy, the former Auditor General disclosed that the Rescue Campaign overarching strategy will be geared towards campaign infrastructure; campaign in all parts of Liberia; protecting votes – poll watchers and voter roll monitoring; and Get Out the Vote (GOTV).
“Choose and donate now for Joe Boakai. You can choose to make your donation anonymous or public. In any event, only Joe Boakai will see your donation and thank you for your support. We do not want to see you unjustly punished by Weah for your right to donate. Be not wary. Be courageous.
“For God’s sake, stand up and do something to rescue Liberia. We ask you to donate to Joe Boakai. It is essential to ensure that your donation goes to a reputable and transparent process like the one we have created.
“Also, consider volunteering your time and skills to support the Joe Boakai campaign. You can offer assistance with organizing event, canvassing, vote monitoring, poll watching, phone banking, or providing technical expertise.

Who is John Morlu?
The Rescue Campaign Fundraising Consultant comes aboard the Rescue Team with a wealth of governance and technical experience.
Morlu has over 20+ years of technical and professional experience in auditing, financial management, accounting and consultancy. Under an international agreement, he was directly contracted by the European Union to serve as Auditor General for the Government of Liberia. He built the first independent external audit agency for the Government of Liberia.
He produced 67 audit reports, including 27 forensic audits, 6 operational and system audits, and 28 financial statement audits prepared in accordance with International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS). Morlu adopted and conducted audits in accordance with the International Standards of Supreme Institutions (ISSA), and International Standards on Auditing (ISA), prescribed by INTOSAI and IFAC, respectively. The CEO & Chief Strategist conducted three audits on the basis of the Government Accountability Office’s Yellow Book.
USAID Regional Inspector General conducted a Peer Review and indicated that the audits met international standards on auditing as prescribed by INTOSAI/Yellow Book. This was a clear vote of confidence and a demonstration of commitment to quality of work. His audit reports were referenced in U.N. Secretary General Ban Ki Moon’s reports on Liberia, and reports of U.S. State Department, Global Witness, UN Panel of Experts, and International Crisis Group, etc. Audits were also referenced in Newsweek, Foreign Policy Magazine, African Confidential, the Nation, and the Economist.
Due to high level performance in transforming public sector auditing in Liberia and English-speaking Africa, in February 2010, the United States Government nominated Morlu to serve as Under Secretary General of the United Nations for Oversight, one of the second highest posts in the United Nations. Of 137 nominations and applicants, Mr. Morlu was short listed, interviewed and came in second to the former Auditor General of the World Bank. In July 2010, U.N. Secretary General Moon offered the Managing Partner the third post, the post of Chief Investigator of the United Nations. Due to the contractual agreement with the European Union, Morlu declined the post.
John Morlu worked for Unisys Corporation’s (Fortune 500 and NYSE Listed) Division of Federal Systems as an Audit/Compliance Manager, where he audited to ensure compliance with various provisions of Federal Acquisition Regulation (FAR) and he served as a point of contact with DCAA.
He has also worked for a Big Four Consulting Firm (BearingPoint, Inc) as a Senior Consultant. He oversaw the preparation of quarterly financial statements on the basis of the Federal Financial Management Improvement Act (FFMIA), Federal Managers Financial Integrity Act of 1982, Chief Financial Officers Act of 1990, Government Performance and Results Act of 1993, and Federal Accounting Standards Board (FASB), among others.
