Commerce Ministry Releases ‘Visionary Roadmap’ -Launches 5-Year Strategic Plan to Bolster Trade, Commerce

MONROVIA – The Ministry of Commerce & Industry (MoCI) has officially launched its Five-Year Strategic Plan (2025-2029), with the Senior Management Team (SMT) pledging its committing to implementing the document. Unveiled on Monday, November, 3, 2025, the Strategic Plan is widely considered as a visionary roadmap that captures the Ministry’s objectives and defines a path toward economic resilience and industrial empowerment.

 Launching the ambitious Five-Year Strategic Plan, the President of the Liberia Business Association (LIBA), James Strother, lauded the Ministry of Commerce & Industry for the initiative.

A Commerce & Industry Ministry release, quotes Mr. Strother as saying, the Liberia Business Association would work along with the Commerce Ministry for the growth and development of the Liberian economy.

He added that LIBA, as a private sector, stands ready to work closely with the Ministry of Commerce & Industry to translate the outcomes into tangible impact.

Mr. Strother also stressed the importance of consistent dialogue, predictable profit environment and access to financing that truly empower Liberian entrepreneurs, especially the youth and women who are the backbone of Liberia’s local enterprise.

He called on the Ministry of Commerce & Industry to roll out the Five-Year Strategic Plan-delivery and emphasis placed on creating more enabling business environment   that supports innovation, local production, and industrial competitiveness.

For her part, the Minister of Commerce & Industry, Magdalene Ellen Dagoseh, said the plan signifies the Ministry’s renewed commitment to strengthening the role of commerce, trade, and industry as engine of sustainable and inclusive growth.

As a cornerstone for national transformation, policy driver, innovation, and enterprise, she added that the Ministry remains focused on creating a business environment that empowers entrepreneurs.

She also indicated that the Five-Year Strategic Plan is anchored in the Economic Transformation Pillar of the ARREST Agenda which emphasizes agriculture, roads, rule of law, education, sanitation, and tourism as key wheels for national renewal.

‘‘Under this Five-years Strategic Plan, the Ministry of Commerce &  Industry is tasked with ensuring that trade and industry become pillars of economic growth, driving productivity, innovation, and competitiveness in every sector,’’ Minister Dagoseh observed.

She told the gathering that over the next five years, the Ministry’s strategic priorities will focus on the promotion of industrialization and value addition to reduce import dependency and stimulate local production, enhancement of trade facilitation and export promotion to expand market access for Liberian goods and services.

The Lead Consultant for the document, Dr. Toga Gayewea McIntosh, called for full implementation of the initiative. 

The renowned Liberian politician and statesman however noted that one of the best ways to achieve what is contained in the document is to put into place an execution plan.

Dr. McIntosh said he would   always be at the service of the Ministry to ensure the execution of the document.

The occasion was attended by local and international development partners, including the World Bank, EU, Liberia Chamber of Commerce, etc.
