MONROVIA – Consistent with its policy of providing the general public with regular updates on its activities regarding electoral events and processes, the Liberia National Elections Commission (NEC) has released a graphic summation of data captured during Phase 1 on the Biometric Voter Registration (BVR), highlighting important parameters that include a well-defined breakdown of gender registration per county, electoral districts, breakdown of the data entry processes, as well as a comparative analysis between the 2020 by-election VR process and the current BVR process for the pending presidential and general elections. The Analyst, in its civic education duty, has elected to go beyond the graphic depictions and present to the public the literature behind the numbers.
According to the NEC’s provisional breakdown of Phase One Biometric Voter Registration (BVR) exercise conducted in six counties which ended on April 9, 2023 a total of 1,435,209 eligible voters successfully going through the BVR, 711,410 of the registrants were females, while 723,799 were males.
Gender registration breakdown per county
Out of the total 1,435,209 registrants, Bomi County registered 30,676 females and 33,719 males; while Gbarpolu County registered 22,224 females and 28,663 males. Grand Bassa County for its part registered 78,712 females and 79,000 males; while Grand Cape Mount County saw 40,424 females and 46,165 males being registered. As for Margibi County, 92,438 females and 91,987 males were registered, while Montserrado County which has the largest voting population in the country saw 446,936 females and 444,265 males being registered.
Gender Registration breakdown by Electoral Districts
The NEC has also provided an in-depth graphic representation of gender registration by electoral districts for Phase 1 of the BVR exercise, beginning with Bomi County’s three electoral districts which saw 64,395 eligible voters going the process.
Bomi County
For Electoral District One (ED1), a total of 19,227 eligible voters were registered, including 9,338 females and 9,889 males. As for ED2, a total of 19,113 eligible voters were registered, including 9,355 females and 9,758 males; while in ED3, a total of 26,055 eligible voters were registered, with 11,983 being females and 14,072 being males.
Gbarpolu County
Like Bomi, Gbarpolu County has three electoral districts, which saw a total of 50,887 eligible voters registering.
Within Gbarpolu County’s ED1, a total of 16,986 females were registered, while 9,678 males were also registered. ED2, on the other hand had a total of 18,824 registrants, while 8,613 being females while 10,211 were males. As for ED3, a total of 15,077 eligible voters were registered, with 6,303 being females, and 8,774 being males.
Grand Bassa County
The provisional results’ graphic representation showed a total of 157,712 eligible voters being registered in Grand Bassa County, where out of that number, ED1 registered a total of 28,250 eligible voters, with 14,662 being females and 28,250 males registered.
Again, in Grand Bassa, a total of 30,808 eligible voters were registered in ED2, with 15,417 being females and 15,391 males registered. ED3 had a total of 38,810 registrants going through the process, out of which 20,208 were females and 18,602 males. ED4 too had a total of l 29,268 registrants going through the process, out of which 14,651 were females, and 14,617 males registered.
As for ED5, a total of 157,712 eligible voters went through the process, with 14,848 females and 15,728 males registered.
Grand Cape Mount County
Cape Mount, with the total registration of 85,589 eligible voters through the three electoral districts, saw a total of 27,088 registrants going through the process in EDQ, with 11,206 and 15,882 males being registered. ED2 saw a total of 28,630 eligible voters being registered, with 13,839 females and 14,791 males; while ED3, with a total of 30,871 eligible voters going through the process, registered 15,379 females and 15,492 males.
Margibi County
With five electoral districts and a total of 184,425 eligible voters going through the process in Margibi, ED1 saw a total of 63,028 registrants successfully flying through, with 31,678 females and 31,350 males registered. ED2, with a total of 31,078 registrants going through the process, had 15,478 females and 15,600 males registered.
ED3, with the total of 29,225 registrants going through the process, saw 15,583 females and 13,642 males registered; while ED4, which registered a total of 30,553 eligible voters, saw 14,774 females and 15,779 males being registered.
ED5 on the other hand saw a total of 30,541 being registered, out of which were 14,925 females and 15,616 males.
Montserrado County
As the largest voting bloc in the country, Montserrado registered 891,201eligible voters in 17 electoral districts.
ED1, with a total of 56,756 registrants going through the process, saw 27,468 females and 29,288 males registered; while ED2, with a total of 61,579 registrants, had 32,366 females and 29,213 males registered.
As for ED3 which had a total of 45,546 eligible voters going through the process, 24,247 females and 21,299 males were registered; while ED4, with a total of 79,341registrants, had 43,110 females and 36,231 males registered.
Montserrado County’s ED5 with a total of 43,716 registrants going through the process, saw 22,434 females and 21,282 males registered; while ED6, with a total of 54,642 registrants, had 28,861 females and 25,781 males registered.
ED7, with a total of 47,662 registrants, had 19,977 females and 27,685 males registered; while ED8, with a total of 38,243 registrants, had 16,518 females and 21,725 males registered.
On the other hand, ED9, with a total of 44,546 registrants, had 21,297 females and 23,249 males registered; which ED10, with a total of 57,625 registrants, had 28,492 females and 29,133 males registered.
As for ED11, with a total of 60,095 registrants, 33,022 females and 27,073 males were registered; while ED12, with a total of 51,734 registrants, had 26,965 females and 24,769 males registered.
Within ED13 which has a total of 46,597 registrants, 23,594 females and 23,003 males were registered; while in ED14 with a total of 41,603, 18,304 females and 23,299 males got registered.
Regarding ED15 which registered a total of 42,102 eligible voters, 21,079 females and 21,023 males went through the process; ED16, with a total of 47,555 registrants, saw 23,265 females and 24,290 males registered. On the other hand, ED17, with a total of 71,859 eligible voters going through the process, had 35,937 females and 35,922 males registered.
Data Entry Process: PDE vs Regular Data Entry
For Phase 1 registration process, 1,435,209 eligible voters, constituting 78 percent of the total number registered, were captured through the regular data entry procedure, while 398,819 eligible voters used the Personal Data Entry (PDE) procedure to register online, where they completed the process by turning up at selected registration centers to be fingerprinted and have their VR cards taken.
Phase 1 BVR Comparative Analysis: 2020 By-elections and 2023 General Elections
In 2020, 1,439,787 eligible voters went through the regular VR process in the same counties earmarked under Phase 1 of the current VR process, while on the other hand, 1,435,209 eligible voters went through the recently introduced BVR process earmarked for the 2023 presidential and general elections.
According to the NEC provisional breakdown by the Phase 1 Counties, as compared to the VR exercise conducted in the 2020 by-elections, Bomi County saw 79,181 voters registering in 2020, while 64,395 registered for the pending 2023 elections.
Gbarpolu County registered 56,138 voters in 2020, against the 50,887 registered for the ongoing national electoral process. Grand Bassa saw 165,891registered in 2020 against the current 157,712 registrants, which is a slightly significant rise, given the complexities associated with the Biometric Voter Registration process.
As for Grand Cape Mount County, 78,978 voters were registered in 2020 while for the Phase 1 provisional results, 86,589 voters turned out and went through the BVR process.
Margibi County for its part saw 881,045 voters registering in 2020, while 891,201 eligible voters went through the just-ended BVR process for Phase 1.
