NOCAL Awards 20 Scholarships to Liberian Students – CEO Says Company Investing in Nation’s Brightest Minds

MONROVIA – The National Oil Company of Liberia (NOCAL) has awarded 20 prestigious scholarships to outstanding Liberian students as part of its 2025 scholarship program a major step in advancing the country’s human capital development.

The official ceremony took place on Wednesday, July 2, 2025, at NOCAL’s headquarters in Monrovia. In his keynote remarks, Acting CEO and President of NOCAL, Mr. Fabian M. Lai, described the initiative as a cornerstone of Liberia’s path toward sustainable development.

Addressing a distinguished audience that included officials from the Ministry of Education, Liberia Institute of Public Administration (LIPA), NOCAL executives, and proud families, Mr. Lai emphasized that the scholarships were not just financial awards  they represented an investment in Liberia’s future.

 “The wealth of nations in the 21st century is no longer measured solely by the resources beneath the earth, but by the quality of human resources above it,” he stated, noting, “Our true competitive advantage lies in the intellectual capacity and innovative spirit of our people.”

Mr. Lai disclosed that this year’s scholarship program received a record 191 applications from all 15 counties a testament to its growing reach and credibility. Through a rigorous three-phase selection process that included document verification, aptitude tests, and panel interviews, the final 20 recipients were selected based on academic excellence, leadership potential, and a demonstrated commitment to national development.

Highlighting gender equity in the selection process, Mr. Lai proudly announced that 33% of this year’s awardees are young women, many of whom are pursuing degrees in science, technology, engineering, and mathematics (STEM) fields where female participation remains globally underrepresented.

He further emphasized that the program aligns with the national ARREST Agenda, especially the “E” for Education, positioning the scholarships as a strategic investment in Liberia’s long-term growth.

“This is about creating pathways for talented Liberians, regardless of economic background,” Mr. Lai said. “We want to ensure that our natural resource potential translates into broad-based, inclusive growth.”

Mr. Lai reminded the scholarship recipients that with the award comes responsibility. Scholars are expected to maintain strong academic performance, engage in community service, and serve as role models both on and off campus.

 “You are now ambassadors of this program and of NOCAL’s vision,” he told the students. “How you conduct yourselves  in classrooms, internships, and future careers  will determine whether this initiative grows or diminishes.”

Providing an overview of the program, NOCAL’s Vice President for Administration, Mr. Boakai Jaleiba, explained that the initial plan was to offer 15 scholarships. However, due to overwhelming demand and the high caliber of applicants, the number was increased to 20.

Mr. Jaleiba also disclosed the launch of a foreign scholarship pilot program, that is expected to support three deserving Liberian students to study abroad. He reaffirmed NOCAL’s commitment to expanding educational opportunities at both national and international levels.

Speaking on behalf of the recipients, Sam W. Workanuan and Mariama Keita expressed their gratitude to NOCAL for what they described as a life-changing opportunity.

“Receiving this prestigious scholarship is truly an honor,” said Workanuan. “It reflects not only our dedication and hard work but also the belief that Liberia’s future lies in the hands of its young people.”

The students extended thanks to their families, mentors, and support systems, crediting them as guiding lights in their academic journeys.

 “We are excited to pursue our studies and make meaningful contributions to our fields,” Workanuan added. “This scholarship inspires us to overcome challenges and remain committed to excellence. We are determined to give back and make a positive impact in our communities and beyond.”
