MONROVIA – Dr. Dougbeh Chris Nyan, one of the most decorated public officials in the Boakai administration, has submitted extensive evidence to President Joseph Nyuma Boakai, rebutting allegations of running the National Public Health Institute of Liberia (NPHIL) as a ‘one-man show.’ Having garnered numerous national and international accolades for his leadership in repelling infectious diseases and pandemics, Dr. Nyan feels compelled to defend his hard-earned reputation against what he considers baseless claims. The evidence, including internal emails, reports, and budget drafts, seem to contradict the NPHIL Board’s allegations and raise questions about the administration’s commitment to due process and transparency. A comprehensive set of documents obtained by Smart News Liberia reveals that Dr. Dougbeh Chris Nyan, former Director-General of the National Public Health Institute of Liberia (NPHIL), has submitted extensive evidence to President Joseph Nyuma Boakai, firmly rebutting allegations leveled against him by the Institute’s Board of Directors.

Dr. Nyan was appointed Director-General of NPHIL in August 2024 by President Boakai, a move that was widely hailed as one of the administration’s most brilliant decisions.

An accomplished biomedical scientist, inventor, and infectious disease expert, Dr. Nyan brought home a wealth of international experience and credibility at a time when Liberia’s public health system desperately needed visionary leadership.

In less than a year, his stewardship at NPHIL revived hope in the country’s disease surveillance and research capacity. That is why his abrupt dismissal on Wednesday, October 15, 2025, barely a year into his five-year statutory tenure, has left many Liberians disappointed and questioning the administration’s commitment to due process, transparency, and meritocracy.

The Board had accused Dr. Nyan of running NPHIL as a “one-man show,” a claim that has now been challenged by internal emails, reports, budget drafts, investigative communications, and correspondences that point to a structured administrative process during his leadership. Despite repeated attempts by Smart News Liberia to obtain any evidence from the Board supporting its accusations, none has been provided to date.

Central to Dr. Nyan’s response is a January 24, 2025 email to NPHIL Board members titled “Draft NPHIL Budget for FY 2025,” in which he shared the proposed national budget for the Institute. In the email, addressed to Board Chair Dr. Stephen Kennedy and other members, Dr. Nyan wrote, “As earlier promised in my WhatsApp text, please find herewith attached the Draft NPHIL Budget for FY 2025.” The attached file was titled “GOL NPHIL FY 2025 Budget Nov. 21.2025 (1).xlsx.”

The correspondences contradict claims that Dr. Nyan acted unilaterally. In another email dated April 16, 2025, he sent copies of the first quarterly report to the Board for review, writing, “Good morning and trust you’re well. Please find attached copy of the quarterly report for the attention of the Board.” The attachments included “2025 Quarter One Report Final4.docx” and “Contributors.docx,” showing that multiple staff members contributed to institutional reporting.

Beyond administrative matters, the documents also include evidence of internal investigations into alleged corruption within NPHIL. A February 3, 2025 email from Dr. Nyan to the Board titled “FINAL REPORT of the NPHIL Vehicle Theft Investigation” outlined the discovery of an “organized theft of NPHIL vehicles and other assets” implicating several staff, including the Deputy Director General for Administration, Dr. Adams Lincoln. “Testimonies taken under oath produced evidence that implicated several staff of the NPHIL and the Deputy Director General of the NPHIL, Dr. Adams Lincoln. This has been corroborated by the GSA,” Dr. Nyan wrote.

An official letter dated January 13, 2025, addressed to Board Chair Dr. Kennedy, details the findings of this investigation. It states, “It has been established that four (4) or more vehicles belonging to NPHIL were illegally sold under the authorization and approval of the Office of the Deputy Director General for Administration (DDG-A), Dr. Adams K. Lincoln, thus breaching all credibility, honesty, and integrity.” The letter further reveals that Dr. Lincoln allegedly altered documentation of a government vehicle in his possession and made efforts to conceal the unauthorized transactions.

“I have duly informed the President, His Excellency Ambassador Joseph Nyuma Boakai, and recommend that Dr. Adams K. Lincoln be immediately terminated for his involvement in the fraudulent alteration of NPHIL vehicle documents, the unauthorized removal of the vehicles, and illegal transaction of the sales of these NPHIL vehicles,” Dr. Nyan stated in the letter. He also noted that several individuals, including Dr. Lincoln, George Watson, Quaqua Pewee, Darlington Bah, and others, were being turned over to the Ministry of Justice for further action.

Additional communications further undermine claims of unilateral decision-making. A July 2, 2025 message informed the Board about staff departures for academic programs, demonstrating structured HR updates. “All is well at the NPHIL and the Mpox/Lassa/Measles and other Outbreak Responses are proceeding well,” Dr. Nyan wrote.

Travel correspondences also show proper delegation of authority. In a September 7, 2025 email regarding his attendance at the ECOWAS Lassa Fever Conference in Côte d’Ivoire, he informed senior management that “the Acting Deputy-General for Technical Services, Dr. Julius Glayeneh, will kindly act in my place and coordinate with us (SMT) on all decisions to be taken regarding the entity’s welfare.”

These records collectively portray an administration that engaged with its Board, delegated responsibilities, prepared institutional budgets, and tackled internal corruption issues. They stand in sharp contrast to the Board’s allegations that Dr. Nyan operated NPHIL in an uncoordinated manner.

As of publication time, neither the NPHIL Board nor its Chair, Dr. Stephen Kennedy, has provided any documentary evidence to support their claims against Dr. Nyan, despite multiple requests.

The growing public interest in the controversy comes amid broader concerns over governance, transparency, and institutional integrity in Liberia’s health sector. The President’s Office has not yet commented publicly on the evidence submitted by Dr. Nyan.
