Liberia Sets Sail for Sustainable Prosperity -LRA Hails Launch of Fisheries Information Management System

MONROVIA –  In a bold stride toward sustainable resource management and enhanced national revenue, the Liberia Revenue Authority (LRA) has praised the official launch of the Fisheries Information Management System (FIMS) as a transformative milestone in Liberia’s economic and environmental journey.

Speaking at the ceremony in Monrovia, on Friday, August 15, 2025, LRA Commissioner General James Dorbor Jallah declared the launch “a turning point” in the nation’s efforts to secure, manage, and profit from its vast marine resources.

“For too long, the absence of a robust, integrated system meant that our fisheries sector despite its enormous potential has not delivered its full value to the nation,” Jallah stated. “Today, we turn the page.”

The FIMS platform, introduced under the leadership of the National Fisheries and Aquaculture Authority (NaFAA), is designed to digitize vessel licensing, enable real-time monitoring of fishing operations, and provide traceability across the fisheries value chain.

This, Jallah noted, is more than a fisheries tool it is a revenue governance instrument.

“With real-time data on vessel licensing, catch volumes, export values, and operator compliance,” he explained, “the LRA will be better positioned to close the information gap and therefore, the revenue gap.”

Commissioner General Jallah emphasized the system’s potential to bolster cross-agency collaboration, linking fisheries data with the LRA’s tax systems, customs, the Liberia Coast Guard, and port authorities.

This integration, he said, will reduce revenue leakages, curb illegal fishing, and ensure that licensing and fees reflect true market values.

Drawing comparisons from other countries such as Namibia and Ghana, which have seen significant boosts in fisheries revenue and enforcement through similar systems, Jallah highlighted Liberia’s opportunity to leapfrog by learning from their successes.

He also laid out six critical recommendations to ensure the system’s success: interagency integration, staff capacity building, stakeholder sensitization, data-driven policy development, regional cooperation, and sustainable financing.

“The FIMS is not just about data it is about direction,” he asserted. “It enables us to shift from manual guesswork to evidence-based governance.”

Jallah underscored the broader significance of the fisheries sector as a source of jobs, food security, and trade. He affirmed the LRA’s full commitment to ensuring every vessel, catch, and transaction is accounted for, in service of Liberia’s growth and stability.

“In launching FIMS, we are sending a clear signal: Liberia is serious about protecting its marine wealth and reinvesting its benefits into our national economy,” he concluded. “This is our shared commitment to protect, profit from, and preserve our resources for future generations.”

The event was attended by dignitaries from the Ministry of Agriculture, NaFAA’s senior leadership, development partners, private sector representatives, and community leaders united in support of a system poised to reshape Liberia’s blue economy.
