Championing the rights of her client, Ms. Zelah Johnson, Cllr. Yeakula-Korkpor successfully held the corporation liable for the unauthorized and negligent issuance of a customer’s SIM card to a third party. The landmark ruling culminated in the LTA hitting the GSM operator with a massive fine of Four Million Liberian Dollars (L$4,000,000) for severe privacy and communication breaches, establishing an unprecedented victory for consumer protection in Liberia.

Following the blockbuster verdict, Cllr. Yeakula-Korkpor and a visibly relieved Ms. Johnson granted an emotional, triumphant interview on the steps of the LTA headquarters, which was broadcasted live on the regulatory authority’s official Facebook page.

The Breach: Identity Theft and Digital Lockout

The legal battle fought by Cllr. Yeakula-Korkpor dates back to February 2024, when Ms. Johnson’s Orange Liberia number abruptly stopped working. Unknown to her at the time, her registered SIM card had been wrongfully issued to another individual without her knowledge or consent.

The consequences were immediate and devastating. Armed with Ms. Johnson’s active mobile identity, the unauthorized third party bypassed security protocols to gain access to several personal accounts linked to her SIM card, locking her out of her own digital life permanently.

A thorough LTA investigation exposed glaring corporate negligence. The regulatory body found that the SIM card was improperly issued to the third party by Orange staff, directly violating the company’s internal procedures and its official Orange license conditions.

The LTA determined that Orange Liberia utterly failed to protect customer information, violating critical provisions of the Telecommunications Act of 2007 regarding, among other things, custom confidentiality, data protection and preventing unauthorized access to telecommunications systems.

LTA Cracks Down: Heavy Fines and Forced Disclosure

Refusing to let the breach slide, the LTA issued an uncompromising mandate to deter future corporate carelessness. She however expressed disappointment that the fine meted out against Orange was too low compared to the magnitude of the offence committed, stressing that no customer should be subjected to such situation.

“Every citizen should have a sense of security of their number they owned by them  and the security is stolen, Orange deliberately give out the SIM to somebody else without the approval or knowledge of the user, it scares everyone and the breach of privacy, the impact of such an action, should commensurate with the fine but I do understand as well that LTA said that the fine is in line with the line which does raises question about reforms around these things as well as penalty not just to the government but also from the company to the complainant

On the issue of the complainant, we are still concerned about what are the next steps around issue; that she is adequately given relief with regard to what she passed through for the past two years. No citizen of Liberia of who uses the services of any of the networks should be made to go through this stress on knowing that your number is taken away from you and given to someone else and the company has refused to identify who that person is and having someone in possession of your private personal information is completely wrong.

For her part, the victim, Miss Johnson said she was finally happy that justice was done though it took too long and she was subjected to an unnecessary stress and hoped that the unauthorized use of her number will not be used against her in the future

Cllr. Yeakula-Korkpor emphasized that as Liberia transitions further into a digital economy where bank accounts, mobile wallets, and private identities are tethered directly to phone numbers, telecommunication companies must be held to the highest standards of cybersecurity.

The broadcast of the interview on the LTA Facebook page instantly triggered a wave of celebratory reactions from the Liberian public.
