Ngafuan Meets MCC Leadership -Nyei’s LCDT enters Joint Design Phase

Monrovia – Liberia’s second Millennium Challenge Corporation (MCC) compact now has a working timetable. Finance and Development Planning Minister Augustine Kpehe Ngafuan met senior MCC leaders at the Corporation’s headquarters on Monday. He reported that the compact process has entered the Joint Design Phase. MCC’s Acting Deputy Vice President for Africa, Alicia Robinson-Morgan, set out the next milestones. She hopes design ends by May 2027, with Board approval in September 2027. A signing could follow in December 2027, subject to approvals. Electricity is the focus, with the government promising conditions to attract private investors. Delivery of those policy commitments now rests squarely on Monrovia. Minister of Finance and Development Planning Hon. Augustine Kpehe Ngafuan on Monday, September 28, 2026, held high-level discussions with senior officials of the Millennium Challenge Corporation (MCC) at the Corporation’s headquarters in Washington, D.C., focusing on the progress of Liberia’s Second Compact development process.

The meeting was attended by Ms. Alicia Robinson-Morgan, Acting Deputy Vice President for Africa; Ms. Carrie Monahan, Acting Managing Director for Africa; Mr. Kevin George, MCC Country Director for Liberia; and Mr. Alieu Fuad Nyei, National Coordinator for the Liberia Compact Development Team (LCDT), among others.

Joint Design Phase Under Way

Ngafuan reaffirmed the Government of Liberia’s full support for the accelerated development of the Second Compact. He informed the MCC leadership that significant progress has been made in transitioning the Compact development process into the Joint Design Phase, during which the LCDT and MCC are working collaboratively to develop and refine project proposals for consideration under the Second Compact.

The Minister emphasized the Government’s commitment to creating the policy and regulatory conditions necessary to attract greater private-sector participation in Liberia’s electricity sector, particularly in power generation and distribution.

Ngafuan underscored the Government’s commitment to doing everything necessary to accelerate the development and approval of Liberia’s Second Compact, noting that all efforts to fast-track the process will receive the full support of the Government under the leadership of President Joseph Nyuma Boakai.

MCC Sets 2027 Milestones

In her remarks, Robinson-Morgan commended the Government of Liberia for the pace at which the Compact development process has advanced. She expressed optimism that the Joint Design Phase could be completed by May 2027, followed by consideration and approval of the Compact by the MCC Board in September 2027.

Robinson-Morgan further expressed confidence in welcoming a Liberian delegation to Washington, D.C., in December 2027 for the official signing of Liberia’s Second Compact with the MCC, subject to the completion of all required processes and approvals.

She also used the meeting to commend the LCDT under the leadership of National Coordinator Nyei, recognizing the team’s efforts and leadership in advancing the Compact development process.

The Government of Liberia remains committed to working closely with the MCC and all relevant stakeholders, the release stated. It said the aim is to ensure that the Second Compact delivers transformative investments and reforms that support sustainable economic growth, improved electricity access and reliability, private-sector investment, and inclusive development in Liberia.
