GAC’s Jackson Showcases Liberia Abroad GAC Pushes Health Financing, EITI Accountability

MONROVIA – Donor money follows confidence, and confidence follows credible audits. Auditor General P. Garswa Jackson Sr. carried that argument to three European capitals. In Berlin, Geneva and Brussels, he presented Liberia’s experience in public financial management. His themes were health financing, national systems and extractive sector revenues. The Berlin theme of sustainable health transitions points to a future of shrinking outside support. Liberia must then finance more of its own health care. Strong oversight becomes the price of continued partnership. Jackson says the engagements build donor trust in the General Auditing Commission. That trust, however, is earned at home. THE ANALYST reports.

Liberia’s Auditor General, Hon. P. Garswa Jackson Sr., has presented technical papers at three international forums across Europe, highlighting Liberia’s experience in strengthening public financial management, enhancing transparency and accountability, and leveraging Supreme Audit Institutions (SAIs) to drive sustainable development.

The General Auditing Commission (GAC) disclosed this in a press release issued in Monrovia on Monday, October 19, 2026, and signed by its Chief Communications Officer, Edwin D. Clarke.

The engagements took the Auditor General to Germany, Switzerland, and Belgium, according to the GAC. In Berlin, Germany, Jackson spoke at the World Health Summit 2026, at an official side event organized by “Friends of the Global Fund Europe” under the theme “The Time is Now – Organizing Sustainable Health Transitions.”

He spoke on how national Public Financial Management (PFM) systems can drive sustainable health financing, and on the role of European donors in supporting SAIs.

Keynote At Global Fund Symposium

In Geneva, Switzerland, Jackson served as keynote speaker at the Global Fund’s Annual Symposium, known as “the Brown Bag,” where he presented on the theme “From Assurance to Impact – The Enabling Role of Financial Oversight in Health Service Delivery and Sustainability: The Liberian Experience.” His presentation focused on strengthening sustainable health financing, improving the use of national systems, and promoting accountability for health investments, the release noted.

EITI Data In Audit Work

While in Brussels, Belgium, for the Extractive Industries Transparency Initiative (EITI) Global Conference, under the theme “Supreme Audit Institutions and their Engagements with EITI Implementation,” Jackson facilitated a presentation on “The Use of EITI Data in Audit Work.”

He emphasized how collaboration between SAIs and the EITI can promote transparency and accountability in the generation, reporting, and utilization of revenues from the extractive sector, drawing on the Liberian experience.

According to Jackson, these representations are essential for strengthening partnerships with global stakeholders, which can lead to support for the GAC. He stated that the engagements are also cardinal to showcasing Liberia’s emerging PFM infrastructure, thereby enhancing donor trust and confidence in the country.
