MONROVIA – Former Commissioner General of the Liberia Maritime Authority has complained the brother of the recently demised Cletus Noah, seeking “preliminary investigation’ into the death of Mr. Noah whose brother, Cain Tozo, “has now become a source of a personal attack” on his character.

Eugene Nagbe wrote Police Inspector General Gregory Coleman: “I write to formally request a preliminary investigation, to establish the existence of foul play, if any in the recent death of Mr. Cletus Noah who reportedly passed away on 4 May 2025. His death, which is distressing, has now become a source of a personal attack on my character by the brother of the deceased Mr. Cain Tozo.”

He said in the communication that on 7 May 2025, Mr. Tozo contacted him via WhatsApp message and made a number of outright accusations, suggesting among other things, that he, along with former Finance Minister Samuel D. and others he referred to as “henchmen”, was somehow involved in the death of his brother, Mr. Noah.

The former Information Minister also alleged that Mr. Tozo went on to threaten him, saying that he should “wait for the burial” and that he Tozo is coming for him.

He indicated attaching screenshots and a transcript of the WhatsApp conversation between Mr Tozo and him as evidence of the allegations and threats made by Mr. Tozo.

“These allegations are both seriously damaging, not only to my reputation, but also present a threat to my personal safety and security,” Mr. Nagbe said, adding: “To ensure that the truth is established and to dispel any misinformation or suspicion, I formally request the Liberia National Police (LNP) conducts a preliminary investigation into the death of Mr. Cletus to determine whether or not there was in fact any foul play, let alone if I am implicated.”

As part of Police’s investigation into this matter, he encouraged the LNP to contact Mr. Cain Tozo, at WhatsApp number +1-267-323-5527, to ascertain the source(s) and veracity of his outlandish accusations levied against his person.

Nagbe stated: “I believe that a formal investigation by the LNP will not only help establish the facts but also provide needed clarity and closure to the grieving family of Mr. Cletus Noah. I am available, should the LNP need any further clarification around this matter. Thank you for your attention to this matter.”
