Accounting to The People -Sen. Konneh Defies Legislative Culture of Silence with 2025 Report

MONROVIA – In a Legislature often criticized for its distance from the people it represents, where lawmakers rarely report back to their constituents once sworn into office, Senator Amara M. Konneh has taken a markedly different path. With the release of his 2025 Legislative Accomplishment Report, the Gbarpolu County Senator offers a detailed public account of his oversight work, fiscal advocacy, and community interventions—placing transparency and accountability at the center of his legislative duty. At a time when public trust in governance remains fragile, Konneh’s report stands as a deliberate effort to close the gap between Capitol Hill and the citizens who sent him there. The document lays out not just votes cast, but questions asked, resources defended, and impacts delivered, reinforcing the principle that representation does not end at Election Day. Senator Amara M. Konneh of Gbarpolu County has released his 2025 Legislative Accomplishment Report, presenting a detailed account of a year, he says, was defined by assertive legislative oversight, fiscal accountability, and sustained engagement with communities at home and abroad.

Describing the period as one that demanded firm resolve and people-centered leadership, Senator Konneh said 2025 tested the courage and commitment of public officials.

“2025 demanded courage, accountability, and a commitment to the people we serve,” he stated. “I remain focused on strengthening governance, protecting public resources, and delivering real improvements in the lives of the people of Gbarpolu County and Liberia.”

According to the report, Senator Konneh’s legislative work in 2025 spanned county, regional, national, and international arenas, with a strong emphasis on upholding constitutional order, improving public financial management, and ensuring that government policies translate into tangible benefits for ordinary Liberians.

At the national level, Senator Konneh noted he was a central figure in addressing several high-profile challenges confronting the country; that he played a leading role in the Senate’s response to Liberia’s growing drug epidemic by co-leading a national public hearing alongside the Presidential Committee on Drugs, aimed at assessing the effectiveness of the country’s response to illicit drug use and trafficking.

The report also highlights his vocal defense of constitutional order during tensions in the House of Representatives, including a public statement urging adherence to a Supreme Court ruling that affirmed the leadership of former Speaker Fonati Koffa.

In the aftermath of the December 2024 Capitol Building fire, Senator Konneh pressed for accountability by formally requesting and securing a full Senate hearing involving the Ministry of Justice, the Liberia National Police, and the Liberia National Fire Service over delays in releasing the investigation report.

Fiscal accountability featured prominently in Senator Konneh’s 2025 agenda, the report states also, indicating that as Co-Chair of the Joint Public Accounts and Audit Committee, he led months of hearings into public financial management practices and spearheaded the submission of a consolidated report covering twelve audits conducted by the General Auditing Commission.

The report credits him with exposing severe operational and management failures at Emirates Hospital, an intervention that triggered a Senate hearing and resulted in corrective actions. He also raised red flags over unauthorized budget transfers, cautioning against passage of the FY2026 National Budget without addressing diversions of funds from priority sectors.

According to the report, , Senator Konneh drew national attention to Liberia’s growing public debt, estimated at US$2.7 billion, and called for stricter fiscal discipline and improved debt transparency.

In line with his advocacy for inclusive economic growth, Senator Konneh championed measures to strengthen Liberian participation in the economy, the report adds. “His work included pushing for enforcement of the Small Business Empowerment Act, particularly provisions requiring that at least 25 percent of public procurement be reserved for Liberian-owned businesses.

He also advocated for increased budgetary allocations to agriculture and the Roberts International Airport in the FY2026 Budget, while calling for a comprehensive review of outdated tax exemptions and concession agreements that, in his view, no longer serve the national interest.

The report also outlines Senator Konneh’s role in oversight of the mineral and petroleum sectors. While he supported the TotalEnergies Production Sharing Agreement, he opposed the Oranto Petroleum contract due to governance concerns and abstained from voting on the Ivanhoe agreement, citing procedural irregularities that he said warranted caution.

At the county level, Senator Konneh’s 2025 record reflects a focus on direct community impact in Gbarpolu.

His office facilitated the delivery of medical and educational supplies valued at approximately US$1 million to Emirates Hospital, local clinics, and schools. Infrastructure interventions included the rehabilitation of the roof at Kongbor Elementary School, the restoration of four hand pumps along the Jinja River, and major road works in District #3 that reconnected communities for the first time in nearly a decade.

The report further notes his involvement in traditional dispute resolution, including efforts to address Poro-related conflicts and support dialogue among traditional leaders to promote community cohesion.

Beyond national borders, the report asserts that Senator Konneh remained active on regional and international platforms.

As Head of the Secretariat of the Western Liberia Legislative Caucus, he oversaw completion of the Western Liberia Development Plan and co-sponsored legislation to establish a Western Liberia University.

Internationally, he represented Liberia at the Partnerships for Anticorruption Global Forum in Washington, D.C., where he presented an anti-corruption framework, and participated in the International Security Sector Advisory Team Board Meeting in Geneva.

The 2025 Legislative Accomplishment Report, according to Senator Konneh, reflects a year of “hard choices, strong oversight, and people-centered advocacy,” underscoring his stated commitment to accountable governance and measurable improvements in the lives of the people he represents.
