Pro-Tempore Lawrence Sets Reform Agenda -Economic Decentralization, Modernization on Agenda

MONROVIA – The Liberian Senate today opened the 3rd Session of the 55th Legislature with a renewed focus on institutional reform, economic growth, and strategic governance. President Pro Tempore Nyonblee Karnga Lawrence outlined the Senate’s achievements from the previous session, including 76 laws passed, 213 nominees confirmed, and robust oversight actions that expanded national revenue and strengthened county-level development. He highlighted Liberia’s election as a non-permanent member of the UN Security Council, the passage of landmark port reform bills, and ongoing efforts to standardize staff compensation and implement audit recommendations. With modernization initiatives, HR and financial policy updates, and infrastructure projects, the Senate signals its commitment to transparency, efficiency, and inclusive national progress. The Liberian Senate officially opened the 3rd Session of the 55th Legislature today, signaling a renewed commitment to governance reform, economic decentralization, and national development.

President Pro Tempore Nyonblee Karnga Lawrence welcomed Senators back from the holiday recess and highlighted the Senate’s accomplishments during the previous session, including the passage of 76 laws, the confirmation of 213 nominees, and strategic oversight actions that strengthened national revenue and county development initiatives.

The session also marked Liberia’s successful election as a non-permanent member of the United Nations Security Council, a milestone achieved through collaborative efforts of the Committees on Foreign Affairs and Defense and Security.

Pro Tempore Lawrence emphasized the Senate’s oversight successes, including the adjustment of petroleum product pricing, which has expanded the national revenue envelope for road infrastructure and equipment across all counties.

For the first time, the Senate ensured that national appropriations included funding for all county capitals and salaries for County Council members, reinforcing its commitment to inclusive governance and local development.

Economic reforms were also highlighted, particularly the passage of the Port Authority and Port Autonomy Bills, designed to create jobs, encourage regional relocation, and promote growth in Liberia’s three port cities. The bills introduce a regulatory framework in line with international best practices, separating operational responsibilities from oversight functions.

The President Pro Tempore also outlined key administrative and institutional reforms, including the standardization of staff salaries and the operationalization of human resource and financial policies. Civil Service evaluations are underway to ensure fair compensation for all Senate personnel, and draft policies covering performance management, organizational structure, and employee benefits have been developed.

These reforms are complemented by progress in audit implementation, with 25 recommendations fully executed and nine partially addressed, reflecting the Senate’s dedication to transparency and accountability, she noted.

Looking forward, she further indicate that the Senate will prioritize the launch of its 2025–2029 Strategic Plan, finalize compensation frameworks, and institutionalize manuals and operational guidelines to modernize governance.

“Infrastructure projects, including the renovation of the joint chamber and old Capitol building, are also underway in partnership with the Government of China, with feasibility studies currently being completed,” Lawrence emphasized.

President Pro Tempore Lawrence concluded by reaffirming the Senate’s dedication to inclusive development, legislative oversight, and institutional modernization, declaring the 3rd Session of the 55th Legislature officially open in accordance with the Constitution of Liberia and Senate rules.
