MONROVIA – A new partnership between Orange Liberia and the Liberia National Police signals a growing recognition that modern national security increasingly depends on digital infrastructure, telecommunications networks, and technological cooperation. As cybercrime, mobile money fraud, and infrastructure sabotage become more prominent security challenges across West Africa, governments are seeking stronger collaboration with private telecommunications providers. The agreement between the two institutions reflects this evolving security environment, combining law enforcement capacity with digital expertise to protect both citizens and critical infrastructure. One of Liberia’s leading telecommunications and digital service providers, Orange Liberia, has signed a Memorandum of Understanding (MoU) with the Liberia National Police (LNP) aimed at strengthening institutional cooperation and enhancing national security operations across the country.
The agreement, signed on Tuesday, March 10, 2026, establishes a formal framework for collaboration between the telecommunications company and Liberia’s primary law enforcement institution, focusing on security support, technical assistance, and institutional development.
Officials from both institutions described the partnership as a strategic step toward improving communication systems used in security operations while strengthening coordination in the fight against crime and the protection of critical national infrastructure.
Commitment to National Security
Speaking during the signing ceremony, Orange Liberia Chief Executive Officer Jean Marius Yao reaffirmed the company’s commitment to sustaining and expanding its collaboration with the Liberia National Police.
According to Mr. Yao, reliable connectivity and security are essential pillars of national development and public safety.
He noted that Orange Liberia remains prepared to support initiatives that strengthen institutional effectiveness and enhance the communication systems relied upon in national security operations.
“Security and reliable connectivity are essential pillars of national development and public safety,” Mr. Yao said during the ceremony.
He emphasized that telecommunications infrastructure plays a vital role in supporting emergency response systems, law enforcement coordination, and public safety initiatives.
Police Welcome Strengthened Partnership
For his part, Inspector General of Police Gregory O. W. Coleman acknowledged the longstanding relationship between Orange Liberia and the Liberia National Police.
IG Coleman expressed confidence that the telecommunications company will continue to maintain and strengthen its cooperation with the police.
He praised Orange Liberia for what he described as the vital services the company has provided in support of national security operations.
According to him, the partnership will contribute significantly to strengthening policing capabilities and enhancing the LNP’s ability to respond to emerging security challenges.
“The Liberia National Police remains committed to delivering improved and professional policing services to the people of Liberia,” IG Coleman assured.
Security and Investigative Cooperation
Under the terms of the Memorandum of Understanding, the Liberia National Police will provide VIP protection, event security support, operational intelligence, investigative assistance, and incident response services when required.
The agreement also outlines collaboration between the two institutions in investigating digital and financial crimes affecting telecommunications services.
These include SIM card fraud, mobile money scams, cyber threats, and other forms of digital crime targeting telecommunications infrastructure.
The MoU states that such collaboration will be conducted in strict compliance with confidentiality requirements, data protection regulations, and applicable criminal procedure laws.
Joint Rapid Response Protocol
A key component of the agreement is the development of a joint rapid response protocol designed to address incidents affecting Orange Liberia’s infrastructure.
These incidents may include vandalism, theft, tower intrusion, fiber cable cuts, and other threats targeting telecommunications facilities or personnel.
According to the MoU, the Liberia National Police will participate in the development and maintenance of the response framework while fulfilling its broader mandate to address criminal activity affecting critical infrastructure.
Training and Preparedness Programs
The partnership also includes several training and preparedness initiatives intended to enhance security awareness and operational readiness.
Under the agreement, the Liberia National Police will facilitate defensive driving and physical protection training for executive drivers employed by Orange Liberia.
The LNP will also participate, when operationally feasible, in joint simulation exercises organized at Orange Liberia facilities.
These exercises will include emergency response scenarios such as fire incidents, theft attempts, or assault situations aimed at strengthening coordination between the two institutions.
Public Awareness Campaigns
The MoU also provides for cooperation in public awareness campaigns focused on road safety and crime prevention.
According to the agreement, the Liberia National Police will collaborate with Orange Liberia to conduct road safety campaigns and anti-crime sensitization programs through platforms such as Orange Radio, SMS broadcasts, and community engagement initiatives.
These activities will be conducted subject to the Liberia National Police maintaining editorial control over law enforcement messaging.
Digital Training for Police Officers
In return, Orange Liberia will provide technical and digital training opportunities for selected police officers.
Up to 50 Liberia National Police officers annually will receive training on telecommunications infrastructure protection, cybercrime investigation techniques, and digital evidence handling.
These training sessions will be conducted through the Orange Digital Center or other relevant training platforms operated by the company.
Technical Assistance for Investigations
The MoU further provides that Orange Liberia may offer technical assistance during criminal investigations when lawfully requested by the Liberia National Police.
Such assistance may include providing site maps, CCTV footage, call data records, and incident data necessary to support criminal investigations.
The agreement specifies that all such cooperation will strictly comply with applicable data protection, privacy, and legal process requirements.
Communication Support for Police Operations
The partnership also includes provisions for strengthening communication systems used by the Liberia National Police.
Orange Liberia will provide a Closed User Group (CUG) communication plan enabling unlimited calls and SMS communication among active LNP officers for operational purposes.
The arrangement is expected to enhance coordination among officers during security operations and emergency responses.
In addition, the company will provide monthly institutional communication support for senior leadership within the police service.
Under the agreement, the Inspector General of Police will receive a monthly airtime allocation of US$400 and a monthly data allocation of 30GB.
Two direct reports to the Inspector General will receive US$200 monthly, while fourteen additional senior officers will receive US$150 each under the communication support plan.
Emergency Communications Infrastructure
The Memorandum of Understanding also includes provisions aimed at strengthening the emergency communications infrastructure of the Liberia National Police.
Orange Liberia will refurbish the LNP call center, provide technical support for the reactivation of the emergency number 911, and supply necessary computers and telecommunications equipment.
These measures are intended to improve emergency response capacity and enhance the ability of citizens to contact law enforcement during emergencies.
Institutional Capacity Building
In addition to the technical and communication support, Orange Liberia will provide an annual institutional capacity-building grant of US$10,000.
The grant will be deposited directly into the official operational account of the Liberia National Police and used to support public safety initiatives.
Officials from both institutions said the funding will contribute to strengthening institutional development within the police service.
Strengthening National Security Collaboration
Authorities say the partnership represents an important step toward strengthening cooperation between Liberia’s law enforcement agencies and private sector institutions responsible for critical national infrastructure.
The collaboration is expected to enhance the capacity of the Liberia National Police to address emerging security challenges, particularly those linked to digital technologies and telecommunications networks.
By combining the operational capabilities of the police with the technical expertise of a major telecommunications provider, the partnership aims to support more effective crime prevention, infrastructure protection, and public safety initiatives across Liberia.
