Karnga-Lawrence Touts Senate Oversight Achievements -Cites Education, Health Gains; Defends ArcelorMittal Deal Revisions

MONROVIA – Senate President Pro Tempore Nyonblee Karnga-Lawrence used her home county’s town hall stage to deliver a detailed accounting of legislative oversight gains. Speaking at the Kapa Kulono forum in Buchanan, the Grand Bassa Senator cited specific figures: the education budget has risen from US$95 million in 2023 to US$143 million in 2026. The health budget has grown from US$75 million to US$112 million over the same period. She detailed US$500,000 for chiefs nationwide, nearly US$1 million for ELWA Hospital, and US$3.5 million for Armed Forces of Liberia infrastructure. She also defended the revised ArcelorMittal agreement and praised the Buchanan Port Autonomy Bill, as THE ANALYST reports.

 President Pro Tempore of the Liberian Senate and Grand Bassa County Senator Hon. Nyonblee Karnga-Lawrence on Friday highlighted major gains recorded through legislative oversight, increased budgetary allocations, and government interventions across key sectors, while responding to citizens’ concerns during the third edition of the Ministry of Information’s flagship Government Town Hall Program, “Kapa Kulono” (Come Let’s Talk It) — Legislative Edition.

The well-attended event, held at the Buchanan Fairground in Grand Bassa County, brought together senior government officials, lawmakers, local authorities, and ordinary citizens seeking answers on national development issues and government performance. Speaking with enthusiasm as the program was hosted in her home county, Karnga-Lawrence thanked citizens for their participation and outlined the Senate’s efforts to ensure that government resources translate into tangible development outcomes throughout Liberia.

Oversight a Core Constitutional Duty

Responding to issues raised by residents and building on an earlier presentation by House Speaker Richard Nagbe Koon, the Grand Bassa lawmaker said that while much attention is often given to the Legislature’s lawmaking function, oversight remains one of the most important constitutional responsibilities entrusted to lawmakers. “I would like to thank the Speaker for that excellent presentation,” she said. “He spoke extensively about legislation and the various bills before the Legislature. On my part, I will focus more on oversight, which is one of our key responsibilities as lawmakers.”

The Senate Pro Tempore explained that shortly after assuming leadership of the Senate, members agreed to work collectively in advancing a national development agenda aimed at improving the lives of Liberians. According to her, senators held a strategic retreat in Grand Bassa County where they developed a comprehensive roadmap focused on development priorities and strengthening government accountability.

She reminded citizens that lawmakers perform three major functions: lawmaking, representation, and oversight. “Oversight requires us to monitor, evaluate, and hold government institutions accountable for the effective use of public resources,” she emphasized.

Decentralization a Senate Priority

Karnga-Lawrence said one of the Senate’s major priorities has been decentralization, ensuring that development reaches every county rather than remaining concentrated in Monrovia. She noted that for many years, counties and municipalities received little or no direct support through the national budget, making it difficult for local governments to effectively serve their people.

Through sustained legislative advocacy, she said, counties and cities now receive budgetary allocations to support local governance and development activities.

The Senate leader also highlighted efforts to improve the welfare of traditional leaders and frontline service providers. She disclosed that senators secured US$500,000 in the supplementary budget to support the payment of chiefs nationwide, while also advocating for allocations to volunteer teachers and volunteer health workers serving communities across Liberia.

Education, Health Budgets Nearly Double

Turning to education, Karnga-Lawrence pointed to substantial increases in funding approved by the Legislature over the past three years. According to her, the education budget increased from approximately US$95 million in 2023 to US$111 million in 2024, and now stands at US$143 million in the 2026 fiscal year.

She said these increases should result in visible improvements in educational infrastructure, learning conditions, and academic performance. The President Pro Tempore disclosed that government plans are underway to construct 100 elementary schools across the country, and revealed that she recently met with the Minister of Education and specifically advocated for Grand Bassa County schools to benefit from the ongoing renovation initiative.

“I told the Minister that Grand Bassa schools must benefit from these projects,” she said, noting that several schools, including senior high schools within the county, are expected to receive attention.

Karnga-Lawrence also highlighted improvements within Liberia’s health sector, attributing many of the gains to increased budgetary support approved by the Legislature.

She noted that the health budget rose from approximately US$75 million in 2023 to US$80 million in 2024, increased further to US$82 million in 2025, and has now reached US$112 million for the 2026 fiscal year.

According to her, these investments are already yielding results in counties across the country, including Grand Bassa. She pointed to the upgrading of the Ceayan Clinic into a fully functioning health center equipped with an operating room and medical personnel.

The Grand Bassa Senator said residents had raised concerns about inadequate services and the absence of doctors at the clinic, prompting intervention by the Ministry of Health. Today, she said, the facility has benefited from additional staffing and improved infrastructure.

She also disclosed that resources have been allocated to strengthen health facilities in District Number Four and other parts of Grand Bassa County. The Senate Pro Tempore further cited government intervention to support ELWA Hospital, which she said faced severe financial challenges and the possibility of closure.

Recognizing the critical role the hospital has played in providing healthcare services to Liberians, lawmakers approved approximately US$1 million in budgetary support to sustain its operations.

Security Funding Up Sharply

Addressing security concerns raised during the town hall meeting, Karnga-Lawrence said the Legislature has approved significant increases in funding for the country’s security institutions. She observed that citizens now enjoy greater safety in many communities due to improved law enforcement visibility and increased patrol operations. “There was a time when people were afraid to move around after dark in many communities,” she said. “Today we are seeing improvements because resources are being invested in the security sector.”

She disclosed that approximately US$3.5 million was allocated to improve conditions within the Armed Forces of Liberia following concerns over deteriorating barracks and poor living conditions.

According to her, military installations are now undergoing renovations, including improvements to housing and sanitation facilities. The Legislature also approved approximately US$1 million for military vehicles and nearly US$4 million for training and capacity-building programs for members of the Armed Forces of Liberia.

Additionally, funding was provided for renovations at the National Police Training Academy, enabling the continued recruitment and training of police officers. Karnga-Lawrence also praised ongoing efforts to combat drug trafficking and substance abuse, noting that recent arrests and enforcement operations demonstrate the government’s commitment to addressing the crisis.

ArcelorMittal Deal, Port Bill Defended

On concession agreements, the President Pro Tempore defended the Senate’s rigorous review of the amended ArcelorMittal Liberia agreement. She said lawmakers introduced several important provisions to better protect Liberia’s interests. Among the changes were the inclusion of a termination clause that allows government action should the company fail to meet its obligations, significant increases in concession-related fees, and the removal of automatic renewal provisions. The Senate also secured additional commitments for social development projects intended to benefit communities affected by mining activities. Karnga-Lawrence revealed that ministers responsible for monitoring concession agreements are expected before the Senate next week to explain delays in implementing certain social obligations.

The Grand Bassa Senator also welcomed the passage of the Buchanan Port Autonomy Bill, describing it as a landmark achievement for the county and the nation. She thanked members of both Houses of the Legislature for working together to advance the legislation after extensive consultations and revisions. According to her, the autonomy framework is expected to create new economic opportunities, attract investment, and generate employment for residents of Grand Bassa and beyond.

The Senate leader further highlighted ongoing plans surrounding the Industrial Processing Zone and the proposed Special Economic Zone, which she said could transform the county into a major center of industrial and economic activity. When fully operational, she noted, the projects are expected to support manufacturing, add value to agricultural products, attract investors, and create thousands of jobs for Liberians.

Karnga-Lawrence Optimistic on Liberia’s Future

As the town hall meeting concluded, Karnga-Lawrence expressed optimism about Liberia’s future, emphasizing that strong oversight, responsible governance, and strategic investments remain critical to achieving sustainable development. “Liberia has enormous potential, and with the right investments, oversight, and partnerships, we can create lasting opportunities for our citizens,” she said. The Government Town Hall Program, organized by the Ministry of Information, Cultural Affairs and Tourism, forms part of ongoing efforts by the government to promote transparency, accountability, and direct engagement between public officials and citizens across Liberia.
