MONROVIA – The Independent Information Commission (IIC) is set to launch its 5-Year Strategic Plan, aimed at enhancing transparency and accountability in Liberia. The plan, validated on December 9, 2025, focuses on improving access to information, promoting citizen participation, and strengthening governance. Accordingly, the strategic plan aligns with Liberia’s commitment to transparency and accountability, supporting efforts to achieve the Sustainable Development Goals (SDGs). The Independent Information Commission (IIC), is preparing to launch its 5-Years Strategic Plan following the conclusion of a day-long validation session of the drafted plan, which was held on Tuesday, December 9, 2025, in Monrovia.
In a brief remarks at the event, the Commissioner of the Independent Information Commission Joash T Hodges said the draft plan is intended to address the numerous challenges, and achievements in the next five years.
According to the IIC boss, the instrument is drafted in order to guide the working and progress of the Commission.
The IIC boss Joash T Hodges noted that the values of access to information, especially to government create efficiency, effectiveness, encourage investors, and allow citizens participation.
Also making remarks on behalf of the Country Director of Internews Liberia Samuka V. Konneh, Rita Jlogbe said the gathering highlights the efforts over the past year to craft a comprehensive roadmap that aims to enhance the accessibility of information for all Liberians.
According to her, access to information is not merely a fundamental rights, it is a cornerstone for Inclusive development that enable citizens to actively engage with their communities and hold their leaders accountable.
“The provisions outlined in this strategic plan is not just a document, its represent out collective aspirations for an informed society,” she said.
She noted by saying, “Together, we have reaffirmed our commitment to empowering the media, civil society organizations, and public institutions, creating an environment where information flows freely and effectively.
“As we move forward, let us remain committed to transforming this strategic vision into tangible outcomes that foster transparency and knowledge sharing,” she concluded.
For her part, the IIC Executive Director Madam Lorpu Page expressed gratitude to participants for their inputs during the session on the draft strategic plan.
According to her the 5-years draft strategic vision is not just a document, but it is a roadmap for what is expected to be achieved in the next five years.
The IIC Executive Director told the gathering that the 5-Years Strategic Plan will be launched on Tuesday, December 16, 2025.
The validation session was attended by Civil Society Organizations, the Media, NGOs, and development partners featured detailed presentations on the 5-Years framework of the FOI Law and the responsibilities of public institutions.
The Independent Information Commission (IIC) is the statutory government agency responsible for the implementation and enforcement of Liberia’s Freedom of Information Act. The Commission ensures citizens’ access to public information, promotes transparency, monitors institutional compliance, and provides training to improve records management and FOI responsiveness across public entities.
