NACSU Extols Controller General

The National Civil Society Union of Liberia (NACSUL) has commended Liberia’s Controller and Accountant General Janga A. Kowo and his technical team for the recent assessment of county treasuries in Grand Bassa, Nimba, Bong and Margibi counties, as part of efforts to inspect the county treasuries for budget execution.

Recently, a team of technicians led by CAG Kowo inspected and reconfigured the county treasury system for budget execution for FY-2020/2021, a tour which coincided with meetings with county treasury staff, as well as technical need assessments conducted on the status and operations of the treasuries.

n a Press Release issued Thursday, September 3, 2020 through NACSUL’s President Amos BS. Kanneh, the Civil Society Group described CAG Atty. Janga A. Kowo as transformational leader who expertise has brought an up to-date budget execution at the Ministry of Finance and Development Planning.

According to Mr. Kanneh, the reconfigure of the county treasury which is an extension of the Ministry of Finance payment system, will go a long way as a successful model for a decentralization of budget execution and called on Central government and other meaningful Liberians to support such initiative.

“We as Civil Society actors fully support the initiative of the Comptroller and Accountant General of Liberia Hon. Janga A. Kowo as the effective implementation and execution of the Country’s National budget depend on an effective and functional County Treasury system”, Mr. Amos B.S Kanneh told Journalists on Thursday.

The Comptroller and Accountant General’s Office, which was a Division within the Department of Fiscal Affairs, has become a Department of its own in the Ministry of Finance and Development Planning, another initiative Mr. Kanneh said the CAG Janga A. Kowo must be commended.

The NACSUL Boss said this reform was done under the watchful eyes of Atty. Janga A. Kowo with the passage of the Amended and Restated Public Financial Management (PFM) Act of 2019.

The inspection and system set-up of the County Treasury is part of the Government of Liberia Decentralization Program in the Pro-poor Agenda (Pillar IV) being executed by the Ministry of Finance and Development Planning, through the Department of the Comptroller and Accountant General.

The County treasury represents the Comptroller and Accountant General in these counties and is responsible for government disbursement from the consolidated accounts, a process the National Civil Society Union of Liberia (NACSUL) whole-heartedly welcome.
