LCAA Regains Voting Rights at 42nd ICAO Assembly -Director General Describes Feat ‘Significant Milestone’

the 42nd Assembly of the International Civil Aviation Organization, officials announced, describing it a significant milestone for Liberia, following a period of suspension due to outstanding financial obligations.

Elatedly responding to the achievement, Director General Julius D. Dennis, Jr.: “Regaining our voting rights at ICAO is a monumental step forward for Liberia. It empowers us to contribute meaningfully to critical policy discussions and decisions that shape the future of international civil aviation, and aligns with our vision to uphold the highest safety and regulatory standards.”

According to the Dennis, the restoration was made possible through the timely settlement of a significant portion of Liberia’s arrears to ICAO, the LCAA delegation maximizing its presence at the Assembly through impactful engagements, including a collaborative agreement with Qatari government representatives to provide financial support and technical training.

He reported that LCAA also forged a technical cooperation with ITAerea to design a comprehensive training program addressing critical gaps identified in the ICAO Universal Safety Oversight Audit Programme audit.

Furthermore, Mr. Dennis said his delegation engaged in discussions on the Next Generation of Aviation Professionals and Women in Aviation, reinforcing Liberia’s commitment to inclusivity and workforce development.

High-level meetings with INTELCAN centered on modernizing Roberts International Airport’s infrastructure, ensuring compliance with international standards and safer airspace management, he said, adding that promising discussions with Egypt’s Minister of Aviation explored launching direct EgyptAir flights to Liberia, which is expected to enhance air connectivity and foster diplomatic relations.

Speaking further about the assembly, the LCAA boss said his institution and the General Authority of Civil Aviation of the Kingdom of Saudi Arabia signed a Memorandum of Cooperation to enhance collaboration in civil aviation.

“This landmark agreement aims to foster technical, administrative, and operational cooperation between the two nations, with Saudi Arabia pledging support for Liberia in training and infrastructure development,” he said, affirming that “our restored voting rights and the strategic partnerships forged at this Assembly pave the way for vital reforms and innovation in Liberia’s aviation sector”.

“We are resolute in our mission to elevate safety standards, improve regulatory oversight, and build a sustainable aviation future,” Dennis indicated.
