ECOSAI Elects Liberia’s Auditor General Chair -Members Agree on Significance of Executive Buy-in

MONROVIA – P. Garswa Jackson, Sr., Auditor General of Liberia, has been elected unopposed as Chairman of the Economic Community of West African States Supreme Audit Institutions (ECOSAI) for a two-year term.

The election took place at the Third Meeting of the ECOWAS Organization of Supreme Audit Institutions (ECOSAI) held in Accra, Ghana, from October 7-11, 2025.

Hon. Jackson succeeds Hon. Johnson Akuamoah Asiedu, Auditor General of Ghana.

During the meeting, Auditor General Jackson presented a paper on the establishment and implementation of an Audit Follow-up Mechanism by the GAC.

He highlighted the system’s design, which is aligned with INTOSAI principles and Liberia’s Public Financial Management framework, aimed at ensuring that audit recommendations are tracked, monitored, and acted upon.

According to a GAC release, the presentation emphasized the importance of inter-institutional cooperation and political will in guaranteeing the prompt and successful execution of audit recommendations.

The meeting noted that the adoption of audit recommendations remains low in the region, largely due to a lack of institutional ownership and limited enforcement.

However, Ghana’s experience showed that robust government support can enhance compliance and result in fund recoveries.

Members agreed on the significance of executive buy-in and inter-institutional cooperation in attaining results.

The meeting discussed key issues, including the ECOWAS Levy Audit, the Member State 4.5% Community Levy Subvention Audit, and the Collaborative Audit Planning of the ECOWAS Community Levy.

Auditor General Jackson’s presentation was well-received, and his colleagues commended the unique tools produced, deciding to contextualize them across member nations.

New ECOSAI Leadership

Auditor General Jackson was elected alongside the Auditors General of Guinea-Bissau and Benin as first and second vice chairpersons, respectively.

This leadership position will enable the GAC to further strengthen its collaboration with regional audit institutions and promote best practices in public financial management.
