NACSUL Group Calls for Arrest of Lebanese National -For Alleged Fraudulent Behavior


A civil society group in Monrovia, the National Civil Society Union of Liberia (NACSUL) said its attention has been drawn to allegations of bad labor practices, the duping of several business executives and investors of millions of United States dollars as well as involvement into human-trafficking, international money laundering, robbing and defrauding the Liberian government of thousands of US dollars in taxes perpetrated by Lebanese Businessman and owner of Palm Spring Resort and Palm Spring Casino Najib A. Kamand and has called upon his immediate arrest by authorities to face prosecution.

In a release issued in Monrovia under the signature of its President , Amos BS Kanneh, The National Civil Society Union of Liberia (NACSUL) said its investigation has proven that Najib A. Kamand has failed to pay the salaries of local and foreign employees as well as contractors of Palm Spring Resort for several months with persistent threats that anyone who goes on the rampage or protest against the management of the entity will be dismissed with no benefits, boosting that officials of the Liberian government are in his pockets.

The release said through its inquiries it also learned that the Lebanon Businessman has successfully managed his way through for many years falsifying immigration documents, tax receipts from the Liberia Revenue Authority and application licenses from the National Lottery Authority as mentioned in a communication to President George M. Weah in 2019 to run his betting institution. The NLA in the communication to the President discovered several irregularities by Palm Spring Resort with intend to defraud government of its revenues through the license renewal for continuous operation of the Betting game.

“Ladies and Gentlemen of the Media, it will interest you to note that the General Auditing Commission (GAC) in its Compliance Audit Report on the National Lottery Authority (NLA) for the period  from July 1, 2018, to June 30, 2019, discovered that during the conduct of the audit, the NLA management granted a license to Palm Spring Resort to run a sports betting company known as GoBet and a casino gaming without any documentary evidence to attest that the entity met the requirement and financial capacity to cover their liabilities. The GAC audit report said Palm Spring Resort during its initial application for a license to operate a casino gaming and sports betting did not provide copies of bank statement to confirm that its minimum bank balance was equal to or greater than 25 percent of the required US$5million and US$750,000 business investment portfolio respectively.”, the release said.

The release further said that the GAC Audit also observed that Najib A. Kamand did not pay into government revenue, the amount of US120, 900 for annual application license and fees to run his Betting Company. NLA’s bank statement records and official receipts obtained by NACSUL showed that Palm Spring Resort made payments of US$20,000 for sports betting and casino license its obtained for the entire period under audit but there is no documented record that the balance US100, 900 was paid. Hence, the GAC audit of 2018/2019 requested Palm Spring Resort and Casino to pay the balance amount of US100, 900 as required application and license fees to run sports betting and gambling company. But since then, Najib and his Palm Spring have refused to comply with the payment.

“Consistent with the National Lottery Authority’s regulation, the management of Palm Spring Resort is required to pay the amount of US$120, 900 annually for application and license fees but regrettably, the GAC audit report noted that there was no evidence of document and/or oboard approval for the awarding of sports betting license to the management of Palm Spring to operate sports betting.

Ladies and Gentlemen of the Press, this is how this Lebanese criminal of a Businessman has been operating for years, circumventing the laws, defrauding the government of Liberia and bypassing the payment of taxes to the Liberia Revenue Authority” , the release added.

Let me also bring to your attention another dubious transaction of a gold deal where Mr. Najib A. Kamand duped a Liberian investor out of a little over 70K for two kilos of gold. NACSUL investigation also notes that Najib used the casino license as a security guarantee receive over four million United States dollars   for two Kilos of gold. As we speak, this Lebanese criminal is yet to present the gold as agreed but is rather on the run and hiding from the investor.

In a Press Statement under the signature of the President of the National Civil Society Union of Liberia (NACSUL), Mr. Amos B.S. Kanneh, the Lebanese Businessman without fear of the violation of Liberian laws has criminally and consistently issued faked checks to his clients and those who worked for the institution  for years without being prosecuted by the Ministry of Justice even-though these victims have continuously raised these concerns with Civil Society Organizations and the media but to no avail.

Ladies and Gentlemen of the Press; our investigation on this criminal and gambler, Najib A. Kamand also uncovered that the so-called Lebanese Businessman who has defrauded the Liberian government and citizens of needed revenues is not operating on his own but is being supported by scores of public officials who themselves are benefiting from his dubious activities in Liberia.

On the issue of Human-trafficking, NACSUL said investigation also established that the Lebanese  Businessman Mr. Najib A. Kamand allegedly brought some of his kinsmen from Lebanon to Liberia under the disguise that he would provide them lucrative jobs with attractive salaries but to the contrary, Najib A. Kamand employed them with little salaries and refused to renew their residence and work permits – something that is in gross violation of section 6.1 of the Aliens and Nationality Law of Liberia.

With all of these claims and Counter-claims against this Lebanese Business Executive, National Civil Society Union of Liberia(NACSUL) through its President Mr. Amos B.S. Kanneh said it is calling  on the Ministry of Justice to with immediate effect arrest Najib A. Kamand, owner of Palm Spring Resort and launch an investigation into the numerous allegations levied against him, thereby ensuring that he is prosecuted in line with Liberian law and also be deported to his own Country if found guilty by a Court of competent jurisdiction.

The National Civil Society Union of Liberia(NASCUL) also stated that it wants to use this occasion to call on the Lebanese Community through its leadership to cite Najib A. Kamand for investigation as his action to get involve into shady deals by dubbing other foreign investors that he convinced to invest in the Liberian Economy and also engaging into other unwholesome practices at his Palm Spring Resort and Palm Spring Casino has not only brought embarrassment to him and his family but to the entire Lebanese business community to public disrepute.

“As we speak, the Debt Court presided over by His Honor; James E. Jones in January, 2021 issued a Ne- Exeat-Republica against Mr. Najib A. Kamand restraining him from leaving the Country, and to be made to appear before the Court to exonerate himself from the allegations levied against him” the release stated further.

NACSUL also appealed to the Liberian National Police headed by Col. Patrick Sudue to assist the Sheriff of the Court to fast track the arrest of the Lebanese Businessman Najib A. Kamand to account for his corrupt actions. May God Bless the works of our hands and save the State.
